二 | 俄总统普京出席并发表了纲领性讲话，主旨自然离不开当下的俄乌战争。他特别感谢“统俄党”对特别军事行动的支持，宣布启动第二轮“英雄时代”干部培训计划，并号召全体党员精诚团结，以人为本，为国家的稳固和强大作出贡献。         普京指出，自对乌特别军事行动展开的第一天起，“统俄党”便全力为前线战士提供全方位的支持，包括建立配套的法律和社会保障体系，协助恢复重建解放区，培训和安置退伍军人，帮助他们在社会和政治生活中实现自我发展。很多联邦和州市级别的“统俄党”议员以身作则，带头奔赴前线，这一勇敢无畏的壮举，值得尊重。         “‘不抛弃自己人’，这一原则，这句崇高的呼吁，是我们每个人都能理解并感同身受的。因为团结一心，将俄罗斯视为自己的神圣家园，视为一个大家庭，这正是我们伟大的价值观。

三 | ”          值得一提的是，普京于2022年2月宣布对乌发动特别军事行动，打出的旗号正是“不抛弃自己人”，要将顿巴斯地区的俄语居民从基辅纳粹政权手中“解放”出来。

四 | 再往前追溯，2014年的克里米亚危机，2008年的俄格战争，“拯救当地俄语居民”，也是俄罗斯出兵的“道义”理据。         当然，普京在“统俄党”会议上再提“不抛弃自己人”的口号，有着更深一层的含义，那就是呼吁全体党员和全体国民在特殊时期团结一致，互相扶持，共克时艰。         普京指示，要特别重视今年启动的“英雄时代”干部培训计划，为那些在前线和后方表现出色的当代英雄创造条件，让他们进入国家和地方的领导岗位，承担重要职责。         普京还强调了以人为本，听取民意，联系群众的重要性。“每一步都要以民众的意见为准，不论是幼儿园还是高速公路的建设。

五 | ”领导层与民众的直接沟通是建立信任的关键：“没有任何抽象统计数据能代替与民众的直接且真诚的对话。

六 | ”          大会对“统俄党”最高委员会进行了改组，一大批荣获“俄罗斯英雄”称号的参战者进入了党的领导层。         俄罗斯前总统、“统俄党”主席梅德韦杰夫也在“统俄党”会议上做了主旨发言，他表示，除乌东四地之外，不排除未来还会有新地区并入俄罗斯版图。

七 |          “我们需要充分发挥这些地区（指去年公投入俄的顿涅茨克、卢甘斯克、扎波罗热和赫尔松地区）的潜力。我们将在‘民族计划’框架内开展这一工作，该计划包括一个‘新地区发展’的部分。         顺便说一下，如果还会有一些新的，与我们非常亲近的地区加入我们国家时，我们这一经验未来还可能会被进一步得到应用。这难道不可能吗？”          梅德韦杰夫说完这番话后，台下掌声雷动。         梅德韦杰夫没有说明未来的“新地区”究竟是哪些地方，但肯定会与俄罗斯接壤，而且那里也居住着大量的“俄罗斯自己人”。
